BOARDS AND COMMITTEES

Alternate Energy Committee/Wind Energy Sub-Committee
(one year term-10members(5members to be subcommittee) ending November 8, 2008)

To work with the Town staff to develop a reporting system to benchmark current energy usage by the Town.  Identify potential ways of reducing energy usage and costs.  Propose targets for reduction of energy usage and to help develop an action plan to achieve these targets.  Advise the Town Administrator and Board of Selectmen during development of budget articles relating to renewable/alternate energy strategies.  Identify and assist with grant applications and other non-tax methods of funding proposed projects.  Of  the ten members, five members will be named to a subcommittee dedicated to discussions of wind energy and to investigate and/or propose potential wind energy sites within the Town of Milton on Town owned land.  The subcommittee on wind studies shall report directly to the Board of Selectmen.

Bicycle Advisory Committee
(one year term-fifteen members)

To promote bicycle use and safety and to monitor and help promote safer bicycle use in Milton.

Broadband Monitoring Committee
(one year term - five members)

To monitor compliance in the areas of broadband construction, installation, customer service, quality of service, business practices etc, performance and services of wired and wireless broadband providers in the Town of Milton.   Advise the Board of Selectmen, asIssuing Authority, on issues related to broadband services that affect the Town and its residents and also advise the Board of Selectmen during relevant license transfers, renewals and other regulatory and/or procedural matter.   Interface between residents, business and Town government on all matter related to broadband services.  Advocate in support of the mission of the Milton Access Corporation, and provide information regarding broadband services to the Town’s Web site.

Business and Citizen Advisory Committee
(aka: East Milton Parking Study Committee)
(8 members, town residents – 4 members, business owners)

To assess current traffic patterns, parking supply, present and future traffic projections and parking demand, and to develop measures to address deficiencies that will help the Square remain a viable commercial center into the future.

Capital Improvement Planning Committee
(seven members consisting of-one member of the Board of Selectmen, one member of the
Warrant Committee, one member of the Planning Board, one member of the School
Committee, the Town Accountant, and two members of the community at large)

The Committee shall study proposed capital projects and improvements involving major tangible assets and projects which have a useful life of at least five years and cost over $10,000.  They shall consider the relative need, impact, timing and cost of these expenditures and the effect each will have on the financial position of the Town.  The Committee shall also prepare an annual report recommending a Capital Improvement Budget for the next fiscal year, and a Capital Improvement Program including recommended capital improvements for the following five fiscal years.  This report, as approved by the Board of Selectmen, is submitted to the Warrant Committee which makes it recommendations to Town Meeting for adoption by the Town.

Celebration of Holiday Committee
(one year term-four members)

To plan and publish Town-wide holiday events, especially services for Veteran’s Day and Memorial Day, and to interface with the community, encouraging its participation in these events.

Commission on Disability
(three year term-five members)

To coordinate or carry out programs designed to meet the problems of the handicapped in coordination with programs of the other handicapped affairs.

Conservation Commission
(three year term-seven members)

To study all open lands in Milton and make recommendations to the State, Town and other Agencies as to their proper use and management. To plan and carry out a program for the preservation of natural open spaces within the community.  To assist, through, consultation, the Selectmen and Park, Forestry, Planning, and other Town Agencies which are concerned with matters affecting land use and resource conservation.  To purchase land and acquire easements or lesser interests in the interest of conservation.  To accept gifts of land, funds, and/or buildings for the community and to manage them in accordance with the purposes of the Commission.

Consolidated Facilities Exploratory Committee
(term-one year – seven members)

This Committee shall investigate the possibility of creating a new Town of Milton Facilities Department by combining pre-existing and anticipated maintenance services that presently take place through separate departments with the Town and the School Department.  The Committee shall prepare and present an advisory report to the Board of Selectmen listing the perceived benefits and/or obstacles of such a proposal to combine maintenance services into one department.


Council on Aging Board Members/ Associate Members
(three year term-nine members/two year term – fourteen associate members)

To develop programs for the elderly in coordination with programs of the State Commission on Aging, in the areas of health, housing, education, income, social welfare, legislation, community service and recreation.

Cultural Council
( two consecutive-three year term-five to twenty-two members)

The Local Cultural Council Program (the second largest grant program of the Massachusetts Cultural Council) is a grassroots complement to the agency’s centralized grant programs.  Allocations are made to all of Massachusetts’ 351 cities and towns to support community cultural activities.  The LCC Program is the most extensive system of its kind in the nation to support arts, sciences and humanities.  They review applications from individuals, schools, and organizations to fund field trips, after school programs, concerts and festivals.

Education Fund Committee
(term ends May 31, 2010- three year terms)

To determine the amount and purpose of any expenditures from the scholarship fund that was established at the 1995 Annual Town Meeting for providing educational aid to residents, and an educational fund for providing supplemental educational funding for local educational needs.

Fair Housing Committee
(one year term-seven members - including Fair Housing Officer)

Both federal and state laws are designed to secure fair housing to provide a housing market that is free from discrimination and open to all.  The Town of Milton has a long-standing and declared tradition of fairness and support of the concepts of respect and equality for all persons. This committee pledge their efforts to promote peace and harmony within our community and to cooperate with other like-minded people and groups for the purpose of creating a climate in which illegal housing discrimination is not tolerated.

Fire Station Space Needs Committee
(one year term-seven members – including Fair Housing Officer)

To study the rehabilitation of the Fire Stations.

Governor Stoughton Trust Land Committee
(term-one year – seven members)

The committee shall provide an advisory opinion to the Trustees of the Governor Stoughton Trust regarding the use of the Governor Stoughton Trust Land in keeping with the charitable purpose expressed by the trust language.  They shall recommend to the Trustees of the Governor Stoughton Trust possible approaches to address the future use of the Governor Stoughton Trust Land and shall in any event report at least quarterly to the Trustees on their progress.  Ideal persons to serve on the Committee would include but not be limited to Milton residents with:  Affordable Housing background, persons with financial, engineering, construction, real estate, legal, Historical, communication, and/or architectural skills as well as interested neighbors and/or community members.

Historical Commission
(three year term-seven members)

The Commission is an agent of local government and it operates as a partner of the Massachusetts Historical Commission in the work of historic preservation in the Commonwealth.  The Milton Historical Commission’s most important goal is the preservation of Milton’s many historic buildings and places.  As noted, there are over 800 properties and places in Milton that have been inventoried and listed on the Inventory of Historic and Prehistoric Assets of the Commonwealth.  Included in the total are many properties listed under the federal government’s National Historic Preservation Act (National Register).  There are many properties in Milton eligible for listing that have not yet been surveyed by the Commission, and that  work continues.

Local Emergency Planning Committee(LEPC)
(one year term-fifteen members)

This is a group of Town officials representing Police, Fire, Selectmen, Health, Schools, and Emergency Management that began meeting with Milton Hospital and Fallon Ambulance in response to the attacks of September 11.  LEPC activities include monthly planning meetings; review of Town emergency plans; assistance with the LEPC certification process; development of emergency guidelines for residents, town agencies, elderly housing facilities and public and private schools; and participation in table-top exercises and drills.

Massport Liaison
(aka-Community Advisory Committee(CAC)
(one year term)

The Committee offers community input and dialogue with Massport about Logan Airport impacts and projects.  The responsibilities of CAC members are to actively participate in CAC meetings, to act as spokespersons for their community on Logan impacts and to act  as liaisons bringing back information on Logan matters to their community.

Metropolitan Area Planning Committee
(three year term)

To serve as the Town’s liaison and to represent its leadership’s viewpoint on issues that relate to the broader metropolitan area.

Milton Village/Central Avenue Revitalization Committee
(term-one year-nine members)

To advise the Board of Selectmen reviewing and developing potential projects of significance in the Milton Village and Central Avenue areas.

Quarry Hills Financial Oversight Committee
(one year term-five members)
(The Committe consists of the Treasurer/Collector, member of the Board of Assessors, member of the Board of Park Commissioners and two citizens)

To review the Lease conditions which provide financial benefit to the Town of Milton.  Meet with representatives of Granite Links Golf Club to establish a regular system of reporting, on a monthly basis, the data required by the Lease including tax bills issued and tax payments made.

Radio Amateur Communications Emergency System Operators
(term-one year-two members)

RACES is an organization of Federally licensed amateur radio operators who volunteer to provide radio communications for state and local governments during times of emergency. Created in 1952 primarily to serve in civil defense emergencies, RACES provides essential communications and warning links to supplement State and Local government agencies during emergencies.

Registrar of Voters
(three year term)
(The board is made up-by state law-of two Democrats and two Republicans.)

During the course of the annual listing of residents, the registrars shall notify residents of the opportunity to register as voters and shall provide residents with assistance in registering to vote.  Said registrars may, for this purpose provide to such residents in the course of such listing, forms for affidavits of voter registration prescribed by the state secretary pursuant to section thirty-six, which registrants shall complete during the listing or by return mail.   Said registrars shall in any event make such forms available upon request for all eligible residents who are not registered voters.  They also oversee recounts.

Sign Review Committee
(one year term-seven members)

To review sign permit applications for which the Building commissioner has determined that the subject sign is not compliance with the Milton Zoning Bylaw requirements.  The committee’s findings and recommendations shall be submitted to applicant, The Building Commissioner and the Board of Selectmen.  The committee may also make recommendations relative to amending the signage Zoning Bylaws.

Telecommunications Design Review Committee
(one year citizen term, two year Planning Board term, and three year Board of Appeals term)

Reviews all applications for Telecommunication facilities that are disguised or hidden on an existing building, for suitability and effectiveness of the design.

Tree Warden
(one year term – one warden)

To be responsible for the well being of publicly owned trees in Town; to hold hearings regarding requests to remove healthy trees and to advocate for the planting of new trees.
